I’ve noticed this OneDrive issue when viewing uploaded game captures to OneDrive, and it’s especially apparent as I’m using a 21:9 display. Captured videos are letterboxed in a way that adds black bars to all sides of content.
The workaround is simple: instead of navigating to onedrive.live.com > Photos > Gallery, you’ll want to find the video in OneDrive’s file directory.
Opening the video from this location will allow you to play the video in its intended aspect ratio. This is certainly an issue in the way OneDrive’s gallery feature handles aspect ratio, but quick searching around suggests that it’s been neglected for at least a few years.
If you’re unsure where your file is located, you can easily check by hovering over the “i” icon of the picture or video in OneDrive’s gallery:
